Family Service League is currently accepting applications for employment with two new programs beginning in June and September.
FSL’s new Crisis Stabilization Center (CSC) will offer 24/7 outpatient services to individuals who are feeling overwhelmed by mental health, substance abuse, or other related stressors. Services will include assessments, counseling (individual and/or family), Peer Advocacy and supports, and linkage to community based services. This program will work with our 24/7 hotline (also expected to begin in September, 2018) and in coordination with our new Mobile Crisis Teams.
FSL’s new Mobile Crisis Team (MCT) will respond rapidly to a mental health crisis in the community. The goal is to engage individuals in crisis and, when applicable, divert use of hospitals and emergency rooms. A team will respond to the individual or family in their home, place of employment, school, etc. Assessments, crisis intervention, and linkage to other appropriate services for aftercare will be provided and coordinated.

SUMMARY:
The Chief Compliance Officer oversees and leads the Corporate Compliance Program, functioning as an independent and objective Officer who reviews and evaluates compliance issues/concerns within the Agency. The position ensures that the company is in compliance with all relevant federal, state and local laws and regulations, that Agency policies and procedures are being followed, and that behavior by the Board of Directors, management and employees meets the company’s rules of conduct.

RESPONSIBILITIES:
•Develops, initiates, maintains, and revises policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct. Manages day-to-day operations of the Program.
•Ensures that Agency’s policies and procedures address all compliance risks, including billing coding, overpayments, non-retribution/retaliation, records retention, conflict of interest, confidentiality, privacy, regulatory requirements, contractual obligations, licensing, HIPAA and privacy compliance and employee ethics.
•Develops and periodically reviews and updates compliance policies and procedures to ensure continuing relevance in providing guidance to management and employees in light of changes in the company’s needs and applicable rules and regulations.
•Collaborates with other departments to direct compliance issues to appropriate existing channels for investigation and resolution. Consults with attorneys as needed to resolve difficult or legal compliance issues.
•Responds to alleged violations of rules, regulations, policies, procedures, and standards of conduct by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.
•Acts as an independent review and evaluation body to ensure that compliance issues/concerns within the organization are being appropriately evaluated, investigated and resolved.
•Oversees risk assessments and first-line auditing and monitoring functions.
•Monitors and audits, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends, especially billing and claims processing.
•Identifies potential areas of compliance vulnerability and risk; establishes and maintains effective controls; develops/implements corrective action plans for resolution of problematic issues; and provides general guidance on how to avoid or deal with similar situations in the future.
•Ensures completion of documentation and final resolution of all legal, regulatory, and clinical compliance deficiencies and corrective actions.
•Maintains statistical an evaluative data on all program audits, evaluations and risk analyses and provides trend data to inform a direct quality improvement processes and practices.
•Provides reports on a regular basis, and as directed or requested, to keep the Corporate Compliance Committee and executive management informed of the operation and progress of compliance efforts.
•Ensures proper reporting and self-disclosure of violations or potential violations to duly authorized
enforcement agencies as required.
•Establishes and provides direction and management of the Compliance Hotline and other anonymous reporting channels.
•Institutes and maintains an effective compliance communication program for the Agency, including promoting use of the Compliance Hotline; awareness of ethical standards of conduct, and understanding of new and existing compliance issues and related policies and procedures.
•Assists program leadership in responding to, recording and resolving client grievances and complaints; investigates and responds to privacy complaints filed by clients and/or their responsible persons.
•Works with the Human Resources Department and others as appropriate to develop an effective Compliance Training Program for employees and vendors, including appropriate introductory training for new employees, as well as ongoing training for all employees and managers.
•Interfaces and collaborates with executive management on enterprise risk management to protect the Agency more broadly.
•Monitors the performance of the Compliance Program regularly and reports activities on a continuing basis to the Board and executive management, taking appropriate steps to improve its effectiveness.

QUALIFICATIONS:
Master’s degree in healthcare administration or related field required. Juris Doctor and Compliance Certification (CCB, CHC, CCEP) preferred.
A minimum of 10 years of related experience in a human services or healthcare organization, including experience with operational, financial, quality assurance, and human resource policies and regulations is required.
Five years of demonstrated leadership experience, including management of compliance and audit personnel.
Demonstrated experience developing, implementing and monitoring Compliance Programs, including associated trainings.
Proficiency in Microsoft Office, including Word, Excel and PowerPoint.

Homeless Services Care Coordinator (2017-397 & 398)

SUMMARY:
Family Service League is hiring two Homeless Services Care Coordinators/Care Navigators who will be out-stationed at select shelters and other settings that serve the homeless population. These Navigators will be responsible for screening individuals to determine their behavioral health, concrete needs and relevant service eligibility. She/he will also provide linkages to services for which individuals in homeless settings may be eligible, such as: Health Home, HARP enrollment, SPA housing, clinics, etc. The goal of this position is to improve the prospects of stable, permanent housing by increasing access to services and benefits that will help facilitate housing placement and better behavioral and medical health outcomes.

RESPONSIBILITIES:
• Perform work at homeless service settings both within and outside of FSL programs.
• Conduct clinical evaluations and program screenings to identify needs and eligibility for an array of services including, Health Home, HARP, SPA Housing, behavioral health services, etc.
• Demonstrate engagement skills, an understanding of a variety of assessment and program eligibility screening tools, and relevant resources to assist the target population.
• Form and maintain a positive and professional relationships with both internal and external providers in order to coordinate care, obtain needed information, and facilitate linkages to appropriate benefits and services.
• Employ a culturally sensitive and proactive approach to all members.
• Complete all required documentation.
• Report all incidents to the program management staff.

QUALIFICATIONS:
Licensed behavioral health professional e.g., LMSW, LCSW, LMHC, LMFT, Psychologist required. Master’s Degree in Social Work or in a health-related field with a minimum of two years’ experience in behavioral health settings required. The ideal candidate will possess strong organizational and time management skills. Must possess proficient computer skills, including Microsoft Office. A New York State driver’s license and a history of safe and responsible driving required. SUMMARY:
Family Service League is seeking a Clinical Supervisor to provide a combination of clinical supervision and direct service within an Article 31, Mental Health Clinic.

RESPONSIBILITIES:
• Provide clinical oversight of the day-to-day operations of the mental health clinic and to clinic staff, including satellites/off-site locations.
• Assist with weekly team meetings and individual or group supervision to clinic staff and interns as needed.
• Provide direct care to clinic clients (caseload will vary depending on the needs of the clinic).
• Collaborate with medical staff to ensure appropriate provision of medical services.
• Oversight of urine toxicology testing.
• Assist Program Director with annual performance evaluations for clinic staff.

• Assist Program Director to ensure compliance with all NYS-OMH regulations and standards of care including: reporting, tracking and reviewing of significant incidents through the NIMRS system; chart review/utilization review; monitoring of high risk cases.
• Assist Program Director to review referrals and coordinate with priority referral sources. Coordinate an open access process for referrals.
• Work with Information Technology staff to work with the electronic medical record (EMR) and use of other technology tools and computer applications. Assist with staff training on the EMR.
• Attend periodic, scheduled meetings and trainings as requested, including off-site meetings.
• Maintain licensure in a relevant clinical field.

QUALIFICATIONS:
LMSW, LCSW, Ph.D./PsyD or licensed professional in a related field required. Must have a minimum of three years prior experience working in a mental health clinic setting, including serving clients with co-occurring disorders. •Assist Program Director to ensure compliance with all NYS-OMH regulations and standards of care including: reporting, tracking and reviewing of significant incidents through the NIMRS system; chart review/utilization review; monitoring of high risk cases.
•Assist Program Director in maintaining relationships with community referral sources.
•Work with Information Technology on the electronic medical record (EMR) and use of other technology tools and computer applications
•Attend periodic, scheduled meetings and trainings, including off-site meetings.
•Establish and maintain positive working relationships with others, both internally and externally, to achieve goals of the organization.
•Foster team work in staff and work effectively with employees to set goals, resolve problems and make decisions.
•Set priorities, develop a work schedule, monitor progress towards goals, and track details, data, information and activities.
•Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
•Abide by FSL’s Code of Ethics.

QUALIFICATIONS:
Master’s level, licensed clinical degree required.
At least 2 years prior experience in the management and clinical oversight of clinic-based programs, including serving clients with co-occurring disorders. OMH and OASAS experience preferred.
Proficient with MS Office, including Word and Excel. Experience working with an electronic health record preferred.
Excellent interpersonal, and written and verbal communication skills.
Must maintain licensure in a relevant clinical field.
Evening and weekend hours may be required.
